Light for posterity: two Bills were filed before the Congress of the Republic to commemorate the legacy of Colombia’s Bicentennial Universities​

On September 2, 2025, a landmark day for Colombian public higher education will be etched in history. The leadership of the University of Cauca, together with the members of its Higher Council, gathered for a special ceremony at the Congress of the Republic; a day on which two Bills were formally introduced to pay well-deserved tribute to the bicentennial legacy of the University of Cauca and the University of Cartagena. This initiative not only seeks to honor their invaluable contribution to the building of the Colombian State, but also to secure strategic investments that will propel their future.

The University of Cauca, founded on November 11, 1827 by the visionary duo of Simón Bolívar and Francisco de Paula Santander, and the University of Cartagena, established on October 6 of that same year, stand as living pillars of republican history and as driving forces behind the educational, cultural, scientific, and social development of the nation. Throughout their nearly two centuries of existence, these institutions have shaped countless generations of leaders, intellectuals, and artists who have charted the course of Colombia. For this reason, their bicentennial goes beyond mere commemoration; it is a call to action to honor their legacies. “The filing of these Bills that commemorate the bicentennial of our University is an opportunity to recognize the special place we hold within the republican foundations of our country. Likewise, it serves to highlight the laudable work we have carried out in public life and in the democratization of knowledge, bringing quality higher education no longer only to privileged classes, but also to the territories that need it most,” stated William Felipe Hurtado Quintero, President of the Superior Council of the University of Cauca.

With the filing of these two Bills before the Congress of the Republic, promoted by Representative to the House César Cristian Gómez Castro (with the full support of the parliamentary caucus of our department), the University of Cauca consolidates its unwavering commitment to academic excellence and the preservation of historical memory. The first bill, “Whereby the Bank of the Republic is authorized to issue, within Colombian territory, legal tender currency for commemorative purposes marking the two hundred years since the founding of the University of Cauca and the University of Cartagena, and other provisions are enacted,” proposes the creation of a commemorative coin. This piece seeks not only to exalt the transcendental contribution of both institutions to the building of the country, but also to make their national and international impact visible, becoming a treasure for collectors and numismatic enthusiasts.

It is important to consider that this recognition is grounded in the leading role both institutions have played in the development of public higher education: the University of Cauca, The Alma Mater of Cauca of 17 Presidents of the Republic, has been a cradle of thought and action in consolidating the republican model, in addition to being a key institution in the education of young people in southwestern Colombia; meanwhile, the University of Cartagena has nourished the cultural and political soul of the Caribbean region, educating figures as illustrious as Gabriel García Márquez and Rafael Núñez.

The second Bill, “Whereby the Nation pays tribute and joins in the celebration of the bicentennial of the University of Cauca and other provisions are enacted,” provides for the allocation, by the National Government, of sixty billion pesos ($60,000,000,000) annually for five years. This investment, incorporated into the General Budget of the Nation, will make it possible to finance works and projects in strategic areas such as infrastructure, technological equipment, regional presence, computing centers, auditoriums, and laboratories for teaching and research, as well as Welfare and Culture programs.

Thus, the filing of these Bills constitutes a firm step toward ensuring that the country recognizes and supports the historic mission of its Bicentennial Universities. Because celebrating two centuries of existence is not merely a commemorative act: it is a renewal of the commitment to the future, to excellence, and to the solidarity that have shaped the identity of these institutions. The University of Cauca is #HeritageOfAll, and therefore the bicentennial belongs not only to the University, but to the entire nation and to all those who join this celebration today, as demonstrated by the support of the Cauca caucus, which took part in this commemoration with its presence, regardless of political affiliation.
