Just as a “Plan de Ordenamiento Territorial” (POT) defines the physical and social future of a region, the “Plan de Ordenamiento Universitario” (POU) is the strategic roadmap that charts the destiny of The Alma Mater of Cauca. The University of Cauca is advancing in the implementation of the POU, a guiding framework that directs the growth and improvement of its campuses, aligned with the Institutional Development Plan “For an Excellent and Supportive University.” This process prioritizes the fifth strategic axis, Institutional Infrastructure, seeking to modernize spaces and offer more functional and strategic environments for the well-being and development of our community. We invite you to read this article and learn firsthand about the progress that is turning this transformation into reality!

The work of planning-and strategic foresight-is not something that translates only into documents; it is the compass that ensures that every step we take as the University of Cauca brings us closer to the excellence we envision. In this context, the visionary management of the current university leadership is demonstrating that when planning is well developed, it translates into concrete and exciting results. Reflecting this commitment to the future, the Office of Planning and Institutional Development has promoted numerous processes, including a significant resource management effort that has already borne fruit. A concrete example of this is the recent allocation of 3 billion pesos for the Santander de Quilichao Campus (intended for the modernization and comprehensive improvement of its physical infrastructure), a monumental endorsement of the work we have been carrying out for more than a decade in this area of our department.

Thus, as part of the major initiatives led by our Office of Planning and Institutional Development, the “Plan de Ordenamiento Universitario” (POU) stands prominently at the forefront; a participatory process that arises from the pressing need to project a more organized, sustainable University of Cauca with an unwavering vision for the future. Through this powerful instrument, and from this strategic office essential to our institutional functioning, comprehensive assessments have been carried out on the physical environment of all campuses, encompassing infrastructure, mobility, environmental conditions, safety, and heritage. And they did not stop there. Dialogue and consultation spaces were held with students, faculty members, and administrative staff, enabling the precise identification of strengths and needs, and laying the groundwork for interventions that will positively impact university life: this is the discipline that turns vision into tangible reality.

Thanks to this tireless work, progress is tangible. It reflects the firm commitment of the institutional leadership to the well-being of its people, its most valuable asset. Among the projects designed, implemented, and currently underway, milestones stand out such as the academic complex on the Belalcázar property, which will consolidate the new Faculty of Arts, the Vice Presidency for Research, and a set of state-of-the-art laboratories, in coordination with the Architecture Program; the projected opening of the University Store; the cafeteria at the North Campus in Santander de Quilichao; a vital rest area in the Faculty of Agricultural Sciences; and the inauguration of a recreational court and expression classrooms in the Faculty of Natural, Exact, and Education Sciences. In addition, there is the comprehensive remodeling of offices and recreational areas within the Administrative and Services Division, along with improvement proposals that will enhance the Comprehensive Health Division. At the Tulcán Campus, the urban design presents an integral plan that includes a green pathway to protect our biodiversity, an internal mobility system that prioritizes bicycles, and bridges strategically connecting the faculties, ensuring safe and accessible pedestrian crossings, even reclaiming areas that were previously underutilized or affected by inappropriate occupation.

Regarding this transformative process, Andrés Felipe Rivera Fierro, Head of the Office of Planning and Institutional Development, stated: “The POU is not limited to technical aspects; rather, it seeks to reflect the daily dynamics of university life. The active participation of students, faculty members, and administrative staff ensures that decisions respond to real needs and fosters a sense of belonging.” In this way, the University Land-Use Plan represents an instrument that not only organizes spaces, but also strengthens the mission of The members of the University of Cauca.

Thus, without a doubt, the University of Cauca is forcefully advancing the implementation of the “Plan de Ordenamiento Universitario” (POU), a bold roadmap that not only guides the growth of its campuses, but also completely reimagines its spaces in view of our bicentennial. Through concrete actions and the highly active participation of its community, the institution is energetically preparing to commemorate its 200 years, ready to deliver a renewed, sustainable University deeply committed to the well-being of its people, reaffirming that it is #HeritageOfAll, transforming lives, making dreams come true, and moving steadily toward the future, demonstrating that at our University, vision ceases to be merely a vision and becomes reality.
