Since the beginning of the current administration, and in keeping with the first strategic axis of the Institutional Development Plan, “For a University of Excellence and Solidary,” The Alma Mater of Cauca has recognized that its people are its most valuable asset. In this regard, concrete actions have been implemented to ensure fairer working conditions, reaffirming the institution’s role as a space for transforming lives and fulfilling dreams, under the motto #HeritageOfAll. The creation of this technical committee, directly connected to Decree 0391, is not an isolated event, but rather the consolidation of an ongoing effort and prior commitment.
It represents a decisive step on the path toward labor dignity, bringing efforts together to define priorities and present a solid proposal to the National Government that promotes progress, without losing sight of the fact that this type of action inevitably requires an action plan aligned with the budgetary realities of our institutions: we must act responsibly!
Thus, with regard to the faculty body, the Universidad del Cauca (University of Cauca) has maintained compliance with the Call for Applications Plan, framed within Agreement 085 of 2021 of the Higher University Council, which promotes public merit-based competitions to fill permanent positions according to academic needs.
Between 2023 and 2025, three processes of this nature have been carried out: in 2023, Rectoral Resolution 0378 authorized 4 positions, all of which were successfully filled, and Rectoral Resolution 0836 offered 27 positions, of which 15 were filled and 12 remained vacant. For 2024, Rectoral Resolution 1313 (Call for Applications 2024-1) launched 45 positions, including the 12 vacancies from 2023. The process is currently in the interview and final evaluation phase, with appointments scheduled for the first academic term of 2026. In this regard, the Vice President for Academic Affairs, Dr. Aída Patricia González Nieva, emphasized: “Preparing this formalization plan will allow us to present to the National Government what our budgetary needs are in order to effectively have tenured faculty and administrative staff, and to define how much it will cost the institution to sustain this workforce.”
On the other hand, regarding administrative staff, since the beginning of the current rectoral administration, a thorough diagnosis of the workforce has been conducted to identify vacancies and areas for strengthening. To this end, the Technical Support Committee for the Study of Job Needs within the administrative workforce was established, in compliance with Rectoral Resolution 0886 of September 1, 2023. This work will serve as the foundation for dialogue with labor unions and for the formulation of strategies aimed at strengthening job stability. “As an administration, we have set out to improve the conditions of our administrative staff. With this technical committee and the efforts that are beginning to take shape from a technical standpoint, the necessary guidelines will be defined so that, once we have the availability of resources, we can move forward with this mission,” stated Master’s degree holder Jorge Adrián Muñoz Velasco, Vice President for Administrative Affairs.
From this house of studies, now approaching its bicentennial, it is emphasized that labor formalization goes beyond a circumstantial response to Decree 0391, constituting instead an institutional vision that recognizes the interdependence between academic development, quality and excellence, and the stability, dignity, and respect owed to every member of its community.
Therefore, with the commitment of all the actors involved, this technical committee stands as an opportunity to continue building a University that honors its people, consolidates a management model based on excellence, transparency, and solidarity, and reaffirms its role as a cradle of dreams and a forger of an institution that is, and will continue to be, #HeritageOfAll.
