The appearance of the Cauca Alma Mater in the Institutional Performance Index (IDI), with performance higher than in recent years, is a result that reflects progress in the fulfillment of the 2022–2027 Institutional Development Plan, “For a University of Excellence and in Solidarity,” especially with regard to the fifth strategic axis related to the modernization of administrative and functional processes. Thus, the improvement in this index takes on greater significance when it is considered that it constitutes concrete evidence of the current administration’s commitment to more efficient, transparent management aligned with national quality standards, thereby showing that the strategic initiatives put forward are being carried out with rigor and commitment. “Surpassing the national average in the IDI for the first time not only positions us as a benchmark in public higher education, but also shows that institutional modernization is no longer a project on paper, but a reality that transforms and strengthens our University. Because modern management is a necessary condition for a university that transforms lives,” stated Deibar René Hurtado, rector of the University of Cauca.
Now then, what are the concrete results? During the 2024 period, all evaluated policies improved their scores, above 85 points, with particular distinction in the Procurement Policy, the Legal Defense Policy, the Transparency and Access to Information Policy, and the Institutional Planning Policy. Likewise, an increase of more than 15 points stands out in matters concerning the Administrative Procedures Streamlining Policy, the Citizen Service Policy, and the Digital Government Policy.
“It has been key to be able to execute what is set out in the Institutional Development Plan in its Administrative and Functional Process Modernization component and, in that sense, we have made different improvements and optimizations to processes and procedures that have led us to act on three fundamental points: Administrative Procedures Streamlining, Digital Transformation, and Citizen Service; three components whose percentages have increased, which has allowed us to improve this index and fulfill our objective of being more efficient in university management,” stated the Administrative Vice-Rector, Jorge Adrián Muñoz Velasco.
The strong performance in the IDI is closely linked to the implementation of the Integrated Planning and Management Model (MIPG), which has strengthened institutional processes and enabled more efficient and transparent management. “We have developed various activities within the framework of the policies that make up MIPG, and this is what propelled these results. For example, for the Institutional Planning Policy, the Action Plan format and the Strategic Matrix were updated in accordance with the requirements of the Single Form for Reporting Management Progress (FURAG); for the Transparency Policy, the Anti-Corruption Plan was prepared, implemented, and monitored; and, additionally, by keeping the Unicauca in Figures modules updated and presenting real-time information, the Digital Government Policy was strengthened,” affirmed Andrés Felipe Rivera Fierro, head of the Office of Planning and Institutional Development.
In this way, as a result of the work carried out by the Office of Planning and Institutional Development, in coordination with all Unicauca departments, a work plan has been projected aimed at continuing to strengthen each of the policies evaluated within the Institutional Performance Index. The objective is clear: to achieve better results that contribute to fulfilling the current Institutional Development Plan, always with our focus set on the well-being of our people, our most valuable asset.
Thus, without a doubt, this achievement consolidates the University of Cauca as a beacon of excellence in public university management, reflecting the commitment of an administration that has honored society’s trust by responsibly safeguarding the public resources assigned to it in that mission of transforming lives and making dreams come true through education. More than a result, it is proof of a collective effort to strengthen transparency and lay the foundations of a sustainable institution, in the long term, capable of responding to the needs of the region. The Cauca Alma Mater, on the road to its bicentennial, is making notable progress in its management indicators, contributing directly to the purpose of continuing to be #HeritageOfAll.
