Forging transparency and efficiency in procurement within the State University System (SUE): the University of Cauca hosted an engaging day of dialogue

The University of Cauca hosted the Session of the Technical Commission of Administrative and Financial Vice-Rectors of the State University System (SUE) and the Meeting of Good Practices in Contracting under the Exceptional Regime; a dual event that reaffirms the commitment of the public university sector to modernization, transparency, and strategic collaboration among institutions.

A few days ago, the University of Cauca brought together the country’s public universities to discuss good practices in contracting. The meeting gathered representatives from the University of Caldas, the Technological University of Pereira, and the University of Magdalena. The dialogue focused on enhancing and strengthening university administrative management, thus advancing the joint construction of strategies for the State University System (SUE) and consolidating a space for learning around effective practices in contracting under the exceptional regime. These lessons are projected as essential contributions to efficiency, institutional sustainability, and the continuous updating of administrative processes.

In this regard, Master’s degree holder Jorge Adrián Muñoz Velasco, Administrative Vice-Rector of the Alma Mater caucana, stated: “This event was very fruitful. On the one hand, we made progress on recommendations to Bill 212, currently under review in the Congress of the Republic. In this regard, the commission submitted a formal document to Congress in order to clarify certain aspects of the Law from the perspective of universities. On the other hand, the commission continues to advocate before the Ministry of National Education so that the resources from the Tuition-Free Policy are delivered in a timely manner. Regarding good practices in contracting, experiences were shared related to the use of digital tools and, especially, to regulatory challenges. For all these reasons, this first meeting was very significant, and it allows us to plan the next one to continue sharing on issues that are so important for our universities.”

Thus, the central objective of the discussion was aimed at optimizing contractual and administrative management in public universities through the exchange of experiences, regulatory reflection, and the construction of lasting agreements. During the session, participants debated administrative and financial management from a technical and strategic perspective, shared successful cases of university contracting that stand out for their innovation and transparency, and explored advances in digital transformation applied to document management and contractual processes. This exchange strengthened the commitments of cooperation among the members of the Technical Commission of the State University System (SUE) and positioned the University of Cauca as a host institution and national benchmark in administrative modernization within the public university system.

 

In conclusion, this meeting reaffirmed the shared interest in continuing to strengthen mechanisms for interinstitutional cooperation and regulatory updating. This not only directly benefits institutional development, but also the quality of public higher education in Colombia, a purpose that aligns with the current Plan de Desarrollo Institucional, entitled For a University of Excellence and Solidarity, especially in its fifth strategic axis, “Modernization of administrative and functional processes,” which seeks to strengthen this nearly bicentennial house of thought at the administrative level, and thus continue advancing with a forward-looking vision and commitment to this institution that is #HeritageOfAll.
