Human Resource Management Division

The Human Resource Management Division is a unit attached to the Administrative Vice-Rectorate. It is responsible for the administration of the University’s faculty and administrative staff to support institutional management and the achievement of the University’s objectives and outcomes, in accordance with applicable legal and regulatory provisions and guided by the values of public service. Through its work, commitment, and dedication, the Division contributes to the fulfillment of the University’s mission while safeguarding the rights and addressing the needs of citizens.

Mission

Coordinate actions that foster the effective development of human resources, with social well-being as a guiding principle, by carrying out all activities with quality, commitment, and sound labor practices that contribute to the fulfillment of the University’s functions and institutional objectives, in compliance with current regulations and in pursuit of a university of excellence.

Vision

The Human Resource Management Division implements mechanisms that promote the effective performance of human resources by fostering innovation, providing guidance, and delivering training to support the comprehensive development of its staff, while ensuring compliance with the Institution’s regulations, values, and objectives.

General Objective

Plan, coordinate, implement, and evaluate Human Resource Management policies and activities in accordance with institutional regulations and policies, with the aim of promoting well-being, commitment, and high performance that contribute to the University’s growth and the achievement of its institutional purposes and objectives.

Services

Selection and hiring of administrative staff, official workers, and faculty members.
Administrative employment matters (ACTIVE SERVICE, recognition and calculation of vacation leave, leaves of absence, permits, service commissions, sabbatical leave, suspensions from duty, issuance of employment certificates, acting appointments, and separations from service).
Collective bargaining with labor unions.
Performance evaluation.
Maintenance and custody of personnel records.
Integrated Employee Well-being Management System (Institutional Training Plan, Employee Well-being and Incentives Plan).
Administrative workforce analysis.

Code of Integrity

The Code of Integrity is a set of principles, values, and ethical guidelines that govern the conduct of public servants and the University community, promoting transparent, responsible actions that are consistent with the Institution’s mission. Its purpose is to strengthen a culture grounded in values such as honesty, respect, commitment, diligence, justice, solidarity, and ethics, serving as a guide for decision-making and the performance of daily activities. At the University of Cauca, this Code fosters relationships built on trust, mutual respect, and a sense of belonging, thereby contributing to stronger institutional management, the creation of harmonious work environments, and adherence to the principles that guide service to the community.
