Sounds for Peacebuilding

In partnership with the Ministry of Cultures, Arts and Knowledge (MinCulturas), the University is preparing the sector study required for the execution of an inter-administrative agreement with public universities, with the aim of joining institutional, administrative, technical, technological, logistical, and pedagogical efforts to implement the “Sonidos para la Construcción de Paz“ (Sounds for Peacebuilding) program during the 2024 fiscal year. The program focuses on artistic and music education, circulation, and capacity building throughout the national territory, with special emphasis on PDET territories, ZOMAC municipalities, dispersed rural areas, and/or territories prioritized due to violence.

MinCulturas established that the “Sonidos para la Construcción de Paz” (PSCP) program is part of the 2022–2026 National Development Plan, “Colombia Potencia de Vida”, which proposes strategies for redefining and extending the school day to promote comprehensive education and safeguard life trajectories. To this end, the program seeks to expand students’ learning opportunities through a more diverse educational offering that integrates culture, sports, recreation, physical activity, the arts, science, programming, citizenship, and peace education. For 2024, the program’s main goal is to deliver arts education processes to more than 300,000 children, adolescents, and young people in 1,580 educational institutions (EIs) located in PDET municipalities, ZOMAC municipalities, dispersed rural areas, and other priority territories.

Following a prioritization process carried out in coordination with the Ministry of National Education (MEN) and the commitments established under the “Gobierno con el Pueblo” strategy, the following indicators and departmental distribution were defined:

Given the nature, objectives, and scope of the program, MinCulturas considers that the implementation of its ambitious goals is best supported by the knowledge, experience, and institutional capacity of public universities. The “Sonidos para la Construcción de Paz” (Sounds for Peacebuilding) program is designed with a long-term vision and continuity. Accordingly, it is the institutional intention that public universities, drawing on both the knowledge generated through the implementation of this program and the expertise they have already developed through their work in the territories, become promoters, disseminators, and drivers of the program’s objectives and scope.

It is of the utmost importance to the Government that the activities carried out under this project meet high-quality standards that help close existing gaps. To this end, it has been established that the partnership with Public Universities must comply with the following requirements:

Have an undergraduate music program (professional degree or bachelor’s degree in education) as part of their academic offerings, which is also accredited by the MEN as a high-quality academic program.
The Educational Institutions must hold high-quality institutional accreditation granted by the MEN.

Given the legal nature of Public Universities and MinCulturas, the mechanism considered most appropriate for establishing the partnership and implementing the program is an inter-administrative agreement, in accordance with the provisions of Article 96 of Law 489 of 1998.
