The University of Cauca, committed to equity, respect for diversity, and the construction of territorial peace, adopted its Institutional Policy on Inclusive Higher Education through Superior Agreement 086 of 2021. This policy aims to guarantee access, retention, participation, and graduation for students, faculty members, and administrative staff, especially those belonging to historically marginalized populations, such as:
Guiding principles such as equality, respect, tolerance, interculturality, gender equity, and active participation underpin this policy, which is aligned with the 1991 Constitution, international treaties, national legislation, and the University’s Bicentennial Plan.

This policy represents an institutional commitment to inclusive, high-quality, and transformative education that recognizes differences as both a value and a right, and seeks to close historical gaps in access to higher education.
The Committee on Gender-Based and Sexual Violence (GBSV) of the University of Cauca was created through Superior Agreement 005 of 2023 as part of the Protocol for the Prevention and Response to Gender-Based and Sexual Violence. One of its functions is to act as an advisory and consultative body in the implementation, evaluation, and monitoring of policies related to gender-based and sexual violence, always in accordance with national and international legal provisions.
Since its establishment in September 2023, the Committee has worked actively with representatives of the student body, faculty members, and administrative staff, in collaboration with the Gender and Sexual Diversities Program of the Vice-Rectorate for Culture and Well-being. Together, they have provided guidance on cases reported to the Gender and Sexual Diversities Program in accordance with the Response Pathway for Gender-Based and Sexual Violence, as established in Superior Agreement 005 of 2023.
The GBSV Committee has played a fundamental role in promoting awareness of the GBSV Protocol within the university community. Awareness-raising activities have been carried out with students, faculty members, and administrative staff, and throughout 2024 an ongoing educational and training process continued, focused on the prevention, understanding, and response to gender-based and sexual violence within the university.
The University of Cauca is fully aware of the existence of different forms of violence within its community and is committed to acting immediately in response to any report. This includes implementing protective measures for victims and corrective measures for alleged aggressors.
Cases involving alleged aggressors affiliated with the university are handled in accordance with the framework established in Superior Agreement 005 of 2023, always guaranteeing due process.
The pathway includes psychological support, comprehensive assistance, and legal guidance for victims. It is important to note that only those cases formally reported by victims to the Gender and Sexual Diversities Program allow the activation of the Institutional Response Pathway, enabling the Gender and Sexual Diversities Program to provide the corresponding support and, when appropriate, seek guidance from the Committee so that the case may be referred to the relevant university authorities.
Our commitment is to build a university free from gender-based violence. To achieve this, the active participation of the entire university community is essential.
The GBSV Protocol helps define the responsibilities of each member and provides guidance on the actions to be taken in situations of violence. This protocol is a dynamic tool that is periodically evaluated and improved. We remain open to reflections, critiques, and proposals for improvement from the community.
The GBSV Committee is presented as a space open to listening, reflection, and constructive dialogue in order to continue advancing the fight against Gender-Based and Sexual Violence within our institution.
In September 2023, the Committee for the Response to Gender-Based Violence of the University of Cauca was formally established. This Committee acts as an advisory and consultative body for the implementation, evaluation, and monitoring of policies on gender-based and sexual violence at the national level. It is responsible for designing and implementing prevention measures in coordination with other sectors of the university. (Agreement 005 of 2023). In this context, the Committee implemented a specific work plan to carry out a comprehensive assessment aimed at identifying gender-based and sexual violence that may affect faculty members, students, and administrative staff.
We reiterate that the Protocol for the Prevention and Response to Gender-Based Violence (GBV) and Sexual Violence is a fundamental tool for detecting, identifying, and addressing gender-based violence. Its purpose is to denormalize these behaviors; therefore, it is essential that the entire university community embraces this protocol: becomes familiar with it, understands it, and puts it into practice.
In addition, we reaffirm our strong commitment to preventing all forms of gender-based violence, a significant challenge that undoubtedly requires profound cultural change. This process may involve modifications to curricula, work environments, and general training. It is also essential to implement restorative actions and measures to prevent recurrence.
For this reason, we encourage anyone who believes they have been a victim of gender-based violence, or anyone who is aware of a related situation, to submit a formal report. Reports may be made via email at genero@unicauca.edu.co or in person by visiting the office of the Gender and Sexual Diversities Program, located within the Division of Comprehensive Health Management and Human Development, at the Faculty of Civil Engineering.
It is time to begin confronting the forms of violence that have historically been normalized in different contexts but that undermine the strengthening of spaces where all members of the community have the right to feel safe and respected.
