Regionalization Policy

This document presents the Regionalization Policy, which will enable the permanent planning, management, and evaluation of the actions of the different University of Cauca processes in the region. Its purpose is to make tangible the established guidelines as a commitment to hope and to the consolidation of the University project in the region. Understanding that this is a collective commitment, in which the different internal and external stakeholders must participate, in order to continue building the University we dream of.

This document was prepared based on the Guide for the Design of Education Policies (MEN, 2018). It incorporates the proposed Regionalization Policy developed in 2017 (which was not submitted for approval), the documents related to the creation of the Regionalization Center (Portela, 2013), assessments prepared by the Regionalization Office in 2019, institutional documents, bibliographic references, and the working groups that were held; all of these constitute the basis for its current formulation.

General Objective

Promote the development of higher education in the Southwestern Region of Colombia through engagement with the surrounding environment, by means of the democratic practice of teaching, research, and community outreach.

Specific Objectives

Promote equity in the distribution of higher education services in the Southwestern region, with the aim of contributing to the construction of comprehensive peace in the different regions, through the recognition of interculturality, the internationalization of knowledge, and the new landscape of legal rights.
Promote the integration of the different regions of the department by expanding the provision of rural higher education, with academic programs tailored to the sociocultural, environmental, and development characteristics found within the diversity of the territory.
Support efforts to overcome the low level of scientific and technological development in the Department of Cauca by bringing together regional and national institutions and the productive sector to manage and promote research, science, technology, innovation, and artistic creation in the regions and territories.
Contribute to and strengthen the University of Cauca’s engagement with its regional environment through the implementation of regionalization strategies that promote the academic, cultural, and socioeconomic development of the region, through interinstitutional collaboration, the promotion of knowledge transfer, and the development of projects that respond to local and regional needs.

Contribute to improving the quality of education in terms of learning and the development of basic, civic, and occupational competencies among preschool, elementary, and secondary school students in the Department of Cauca, whose low quality has been confirmed through national standardized assessments.
Support educational institutions in enhancing the qualifications of teachers in the region, thereby improving the quality of primary, lower secondary, and upper secondary education, as well as enhancing the qualifications of the region’s professionals and graduates.
Strengthen the administrative and academic management of the University of Cauca’s Center for Regionalization, University Campuses, and University Nodes through the decentralization of university processes, so that they can be addressed with greater efficiency and effectiveness.
Contribute to improving our students’ living and university life conditions through the implementation of well-being and cultural programs and partnerships with regional and national institutions.

Policy Guidelines

From a regional perspective, the Regionalization Policy proposes the following complementary lines of action:

People as a valuable asset and driving force for the region’s positive development.
Education as a driving force for the transformation of rural areas, subregions, and regions within the University of Cauca’s sphere of influence.
Quality as a guiding philosophy in the provision of administrative and academic services by the Center for Regionalization, University Campuses, and Regional Nodes.
Adaptable and flexible educational models.
Access to and retention of the rural population in higher education.
Strengthening institutional capacities for territorial development and peace consolidation.
