About the Rector's Office

The Rector’s Office is the highest executive authority of the University of Cauca, and its principal head is the Rector, who is the legal representative of the institution.

With the proposal ‘For a University of Excellence and Solidarity’, the Rector of the University of Cauca for the 2022–2027 term is Professor Deibar René Hurtado Herrera, affiliated with the Faculty of Natural, Exact and Educational Sciences. He holds a Bachelor’s Degree in Physical Education and Health from the University of Valle, a Specialization in Sports Sciences from the Federal University of Rio Grande do Sul, a Master’s Degree in Education from the Pontifical Javeriana University, and a Doctorate in Social Sciences, Childhood and Youth from the University of Manizales.

The current Rector has served as co-author of the Bachelor’s Degree Program in Basic Education with an Emphasis on Physical Education, Sports and Recreation; Head of the Department of Physical Education, Recreation and Sports; former representative of the professors on the Academic Council; Director of the Doctorate in Educational Sciences; and Vice-Rector for Culture and Well-Being.

Comply with and enforce the legal, statutory, and regulatory provisions of the University of Cauca, as well as the decisions and acts of the Superior and Academic Councils.
Evaluate and oversee the general operation of the University and submit to the Superior Council a comprehensive annual management evaluation report.
Lead the planning process of the University of Cauca, ensuring the harmonious development of the University as a whole.
Enter into contracts and issue the acts necessary to fulfill the objectives of the University, in accordance with legal provisions.
Submit the budget proposal to the Superior Council for consideration and execute it once issued.
Appoint and remove the Institution's administrative staff in accordance with legal provisions.
Appoint on a permanent or interim basis and remove the Deans of the Faculties.
Appoint and remove Department Heads from the shortlists presented by the departments to the Dean of the Faculty.
Issue the Specific Manual of Functions and Job Competencies in accordance with the mission of the positions.
Submit to the Superior Council the proposed academic, teaching staff, administrative staff, and student regulations, or amendments thereto, as well as any others required by the dynamics of the University.
Authorize academic commissions abroad that do not lead to a degree and do not exceed one year.
Issue Degree Resolutions and countersign with their signature the general degree certificates and diplomas awarded by the University.
Call central-level elections for Representatives of Professors, Students, Administrative Staff, Official Workers, Former Rectors, the Productive Sector, Academic Administrators, and Graduates to the university bodies where they are represented, in accordance with legal and regulatory provisions. The remaining elections are the responsibility of the Dean of the Faculty.
Set the fees, except for the tuition fees for undergraduate and graduate programs.
Create, at the proposal of the Academic Council, Advisory Committees of the Institution or of the Faculties, Schools, or Centers.

Accept the ordinary or irrevocable resignations submitted by university faculty and administrative staff.
Appoint and remove permanent faculty members, in accordance with the provisions established in the regulations in force.
Authorize the hiring of occasional or adjunct faculty members required to meet the needs projected by the different Academic Units, subject to a Certificate of Budget Availability, in order to provide higher education services and to replace those who must be replaced in the event of faculty resignations or temporary vacancies arising from various circumstances, such as the use of unpaid leave, medical leave, or suspension from the performance of duties, as well as modify the appointment according to faculty changes requested by the Academic Units.
Authorize the granting of study commissions, subject to the prior endorsement of the Academic Council.
Accept in-kind donations such as books, equipment, supplies, and other items that support the institution's core functions, subject to prior certification of compliance with the requirements established in the General Statute.
Approve the Institution's financial statements annually in accordance with the regulations in force.
Add expired fiscal years up to an amount of one hundred (100) current legal monthly minimum wages.
Establish future fiscal years up to an amount of one hundred (100) current legal monthly minimum wages, subject to prior approval by whoever serves as Head of the Legal Office.
Authorize the additions and transfers required during the fiscal year in accordance with the organic budget regulations, in an amount of less than 100 current legal monthly minimum wages.
Submit to the Superior Council the request for the granting of commissions abroad for administrative employees and faculty members holding administrative positions.
Authorize the granting of sabbatical leave, subject to the prior endorsement of the Academic Council.
Hear and decide on appeals filed against rulings imposing disciplinary sanctions within its jurisdiction, and impose the disciplinary sanctions that correspond to it by law or regulation.
Any other duties assigned to the Rector by the legal provisions in force and those not expressly assigned to another authority.
